Why Do NFL Teams Decline Penalties?

The 30-second answer

When a penalty is called, the team it helps gets a choice: accept it or decline it. They decline when the result of the play was actually better than what the penalty would give them. If your team just gained 30 yards on a play and the defense was called for holding, why take the 10-yard penalty and replay the down? Keep the 30 yards. Declining is just taking the better deal.

Almost every penalty in the NFL can be declined. The offended team simply picks whichever outcome helps them more. The classic case: the offense rips off a huge gain, but the defense committed holding. Accepting means 10 yards and replaying the down; declining means keeping the big play. Easy call. It works the other way too: if the offense commits holding but the defense sacked the quarterback anyway, the defense declines and keeps the sack. Sometimes it’s about the clock late in the game, a team might decline a penalty that would stop the clock or give the opponent extra time. And occasionally it’s about down and distance: accepting a 5-yard penalty on 3rd-and-20 just gives you 3rd-and-15, so if the play itself was fine, you decline. The referee announces the foul, the coach signals the choice, and you hear “the penalty is declined”, which always means the team did the math and liked the play better.

  • The announcement. The ref says what the foul was and then “the penalty is accepted/declined.” When it’s declined, rewind the play in your head and see the result was better than the flag.
  • The no-brainer. Big gain + defensive penalty = decline, almost every time. Once you see it, you’ll call it before the ref finishes talking.
  • The clock move. Late in a close game, watch for a decline that seems to give up free yards as it usually means the team wanted the clock to keep running.
  • Offsetting penalties. When both teams commit fouls on the same play, they cancel out and the down is replayed. Nobody chooses that; it’s automatic.
